&lt;p&gt;I recommend you download a SCORM content packaging tool like Reload (&lt;a href=&quot;http://www.reload.ac.uk/editor.html&quot;&gt;http://www.reload.ac.uk/editor.html&lt;/a&gt;).  I assume your reference to dwt files means you will be developing content using dreamweaver.  You can just develop your webpages first, then import them into a tool like Reload.  Reload will generate your manifest and SCORM Package.  NOTE: the TOC is generated by the LMS based on how you (the content developer) create your manifest.&lt;/p&gt;

&lt;p&gt;All the practices associated with SCORM I am aware of start from the Web browser context.  There are practices for launching non-Web browser simulation environments from a Web browser context, but I'm not aware of any examples independent of the Web browser context.  It certainly seems possible for this independence to take place, but the question of what is a SCO in a 3D environment is an open one as far as I can tell.  The Joint ADL Co-Lab is sponsoring a project to research the characteristics of SCOs for integration and delivery within MMOGS.  This research effort just kicked off in May: &lt;a href=&quot;http://www.jointadlcolab.org/research/2007/index.aspx&quot;&gt;http://www.jointadlcolab.org/research/2007/index.aspx&lt;/a&gt;.&lt;/p&gt;
&lt;p&gt;I want to provide you with a couple of references related to the practice of launching non-Web browser simulation environments from a Web browser context as I believe this is the closest thing to a 'best practice' for what you are doing.  The first is the SISO/IEEE SCORM Sim Study Group that has been investigating the challenges of trying to integrate simulation-based learning experiences into SCORM environments.  The second is the Distributed Training Event Coordination Service (DTECS).  This is an approach to integrating simulation and SCORM.  BBN has produced an example of this approach through a 2006 JADL prototype.  There is a discussion around this topic here: &lt;a href=&quot;http://adlcommunity.net/mod/forum/discuss.php?d=116&quot;&gt;http://adlcommunity.net/mod/forum/discuss.php?d=116&lt;/a&gt;.  (An interesting result of this research is a Web services implementation of the SCORM RTE data model.)&lt;/p&gt;
